In 1998 was appointed Chairman of the Committee of the Republic of Kazakhstan on Regulation natural monopolies and the protection of competition, later by the Minister, Chairman of the Agencies and the Republic of Kazakhstan on the regulation of natural monopolies and protection of competition.

From 1999 to 2000, served as Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan.

From 2000 to 2004, Chairman, Vice-President of the Eurasian Industrial Association.

Legislative incentives for the Reproduction of Mineral Resource Base.

The issues of development of geology and reproduction of the mineral resource base are now receiving close attention. We have high hopes for the State Exploration Program being developed for the years 2021-2025. At the same time, a number of unresolved issues remain that hamper the work of companies in this direction. In particular, such barriers include the absence of deductions for the cost of geological exploration, the collection of VAT from exploration, etc. In addition, questions of introducing the “one-stop shop” principle for investors and stimulating private investment in exploration require solving.
